The Extended Opportunity Programs and Services (EOPS) is a state-funded program. Established in 1969 with the passage of Senate Bill 164, EOPS is a pioneer program among student success-based initiatives, and its components have been shown to be essential factors in student success.
The EOPS program's mission is to encourage the enrollment, retention, graduation and transfer of students disadvantaged by language barriers and/or social, economic and educational circumstances. EOPS services offered are "above and beyond" those offered by the college's Student Services division. The primary services include assistance in the following areas: priority enrollment, counseling/advisement, career exploration and readiness, and preparation for transition to four-year colleges and universities.
Fall 2025 Application Period: Monday, July 28, 2025 - Friday, October 17, 2025
CARE & NextUp application cycles are open year-round. EOPS Applications may take up to four to six weeks to be processed. Once processed, applicants will be contacted via email. Please keep in mind, time frame depends on each student’s situation. i.e. Pending transcripts, not enroll in minimum required units, etc.

EOPS is a state-funded student support services program. Its purpose is to provide special recruitment, retention, and transition services to eligible students. The services offered are "above and beyond" those offered by the college's Student Services division. The primary services include assistance in the following areas: priority enrollment, counseling/advisement, and preparation for transition to four-year colleges and universities. For detailed information on all services offered and application procedures, please contact the EOPS Office.
Eligibility
You may be eligible to receive EOPS services if you meet all the following criteria:
- Be a California resident or meet AB540/California Dream Act requirements
- Be enrolled in at least 12 units (6 units or more if you have an approved DSPS unit waiter)
- Be eligible for the California College Promise Grant Program (Formerly BOGW), and meet CCPG A or B
- SAI must be between -1500 to 0.
- San Diego City College must be campus of record.

Have not completed 70 (or more) units of degree applicable college units, including courses taken at other colleges.

- CARE Program - state funded support program for single head of househol parent EOPS students receiving CalWORKs (Cash Aid).
While we understand you may be experiencing financial difficulties, unfortunately we cannot expedite grants, book service, supplies award, transportation assistance or ASG membership. Once you attend the EOPS New Student Orientation and complete and sign the MRC, it may take five (5) business days for you to begin to receive services.
Requirements
- Attend an EOPS New Student Orientation
- Sign a Mutual Responsibility Contract (MRC)
- Enroll a minimum of 12 units each semester
- Must maintain a 2.0 college GPA
- Submit a progress report once per semester (Fall & Spring)
- Complete 3 EOPS Contacts:
- EOPS Counseling appointment
- EOPS Counseling appointment
- EOPS Counselor Appointment or EOPS Technician Appointment or EOPS Group Counseling Session or Exit Survey

New Student Orientation: Once your application is approved, you will receive an email inviting you to attend a mandatory New Student Orientation.
Once you attend the EOPS New Student Orientation and complete and sign the MRC, it may take five (5) business days for you to begin to receive services.

CARE is a program for single parent students who receive CalWORKs cash aid and meet other eligibility criteria. Services are designed to provide additional support and assist students to attain economic self-sufficiency by earning a certificate, an associate degree, or transfering to a four-year college or university.
Eligibility
- At least 18 years of age & single head of household
- Parent or legal guardian of a least one child under 18
- Receiving CalWORKs cash aid for self and/or children
- Eligible for EOPS

NextUp (CAFYES) is a supplemental program of Extended Opportunity Programs and Services (EOPS). Its purpose is to support the educational goals and well-being of current and former foster youth. It also provides “over and above” support services to help current and former foster youth overcome obstacles while pursuing their higher education and career goals
Eligibility
- Must reside in California
- Be a current or former foster youth whose dependency or wardship was established or continued by the court on, or after the youth’s 13th birthday.
- Dependency ward/of the court letter may be required
- Be under 26 at the beginning of the academic year or Previously in NextUp
- Be enrolled in at least (1) class in SDCCD
Services
- Direct Financial Grants – Must have financial aid at City College
- Academic, Personal, Career Counseling
- Priority Registration (fall, spring, summer)
- Assistance with completing the FAFSA (financial aid)
- Assistance with applying for CHAFEE grant and scholarships
- Textbook (book service award)

What is SRP?
The Summer Readiness Program (SRP) at San Diego City College is a fantastic opportunity for first-time college students to kickstart their academic journey during the summer. This 4-week summer program offers a unique learning experience through a Personal Growth class and engaging social activities.
The focus of the program is to facilitate a smooth transition to college, fostering connections within a supportive community, and enhancing academic readiness makes it an invaluable opportunity for upcoming college students. By participating in SRP, students can smoothly transition from high school to college while receiving essential support and guidance.

- High school diploma or GED
